Niko: 
The Emperor: 
Emperor Palpatine is walking down the back alleys of Libery City, exploring this new planet, called "Earth", to see if it is of worth to take over. Flanking him on either side are two Stormtrooper guards with blaster rifles. As a policeman below turns the corner into the alley and angrily begins to question these strange people, Niko and Roman Bellic along with one of their gangsters watch from the fire escape above in one of the run-down apartment buildings.
The immigrants watch in surprise as the Emperor angrily slams the cop into the wall without making contact, and then shocks the man to death with lightning bolts from his fingers. The gangster heads back into the building and comes back with weapons. Roman takes the RPG the man brought, aims below, and fires.
The Emperor turns and sees this foreign missile streaking towards him and his men. He jumps high into the air and lands far from the blast site, but the resulting explosion kills one of the Stormtroopers, whose body armor didn't protect him from the pressure wave of the blast. Police sirens start to sound off in the distance, and the other Stormtrooper, armor embedded with shrapnel, gets up and calls for the Emperor.
Niko takes the rocket from his brother and quickly tries to reload, but suddenly the rocket flies on its own from his hands, and hovers its way down the fire escape to the Emperor's waiting clutches, where he crumples the weapon with the Force. Sneering, the Emperor pulls back his hand, and Roman and Niko run back into the building just in time to avoid a fresh burst of Force lightning. Niko's gangster is not so lucky, and jerks and twists in electrifying agony before he crumples to the ground dead.
The Stormtrooper runs into the building as the Emperor goes around to find an alternate escape route that he could ambush the Bellics from. Roman and Niko run down the apartment staircase, taking the steps two at a time. Suddenly, red lasers fly over their heads and leave sizzling holes in the wall behind. The Stormtrooper has cornered the Bellics. "Put your weapons on the floor!" the Stormtrooper orders.
As the Stormtrooper approaches, Niko pulls out his pistol and puts it on the ground, Roman doing the same. The Stormtrooper looks down, and Niko grabs his helmet and knees him in the head. "Get on the ground!" Niko shouts, and he pulls out his Remington and fires several times at the downed Stormtrooper, the powerful blast of the shotgun easily tearing through the Stormtrooper's body armor.
Niko and Roman pick up their pistols and Roman grabs the Stormtrooper's rifle before they go to take the back exit in the parking lot. They fling open the doors only to be blindsided by the Emperor with his lightsaber. Roman ducks under a first swing but then one of his legs is chopped off with a second slice of the 'saber. He shoots the Stormtrooper's rifle, but the Emperor deflects the shot back at Roman, and it hits him in the head and kills him.
Niko takes his Glock out and shoots, catching the Emperor off guard and wounding him in the crook of his knee. The Emperor throws his lightsaber and it spins at Niko, but the immigrant runs to the side and the blade misses. Another two shots from the Glock hit the Emperor in the arm and the leg, and the Sith Lord falls back. "That's what happens when you mess with the Bellics!" Niko declares. He hears the police sirens grow louder still, and gets in his car. As he starts to back out of the parking spot, two police cars pull in and the cops shout "Pull over!"
Meanwhile, the Emperor sits up slowly and raises a mighty hand. Niko's car goes high in the air, and the cop cars stop with the police getting out, looking up in awe. Then the Emperor throws Niko's car back down onto the police cars as hard as he can, blowing all three cars up and killing Niko and the policemen in the resulting explosion.
The Emperor sniffs disdainfully and hobbles down the sidewalk, sheathing his lightsaber. "Earth will be very easy to conquer, indeed," he mutters to himself.
