My personal edge goes to the Phantom. Clyde may have the more modern weapons, but this battle is all about stealth. Clyde wasn't very stealthy: he makes it very clear he is a killer, concentrating on the message of his killings. The Phantom, on the other hand, is able to evade everyone and still kill anyone who crosses him.
