Powder Gangers[]

The Powder Gangers were initially convicts, usually of violent background, who were sent to work on railways for the NCR, given dynamite as one of their tools... to absolutely nobody's surprise, this went horribly wrong and they managed to take over the prison one day. Ever since, they formed a raider gang known as the Powder Gangers, who terrorize the residents of the Mojave Wasteland, though many branched off into smaller groups, they're all essentially the same. Depending on the player's choices, the Powder Gangers are usually wiped out, though some endings have them continuing to be a terror of the wastes and others have them assimilating into the Great Kahns. It may also be worth noting that NCR officials have described them as being better armed and more organized than initially suspected. They are easily identified by their prison blues.

As you would expect from a gang of prisoners, Powder Gangers come from all walks of life - from crooked cops taking matters into their own hands and soldiers stealing supplies to your run-of-the-mill murderers, monsters, and gang members. They did manage to overtake the NCR Correctional facility, though most of the time they simply rob or murder caravans and travelers. Surviving in the wasteland is also a feat in itself, having almost certainly dealt with mutant creatures and violent raiders at some points in their lives as well.
Though most powder gangers and escaped convicts are equipped with little more than clothing, some wear a protective vest which can likely protect from bladed weapons and animal attacks, but probably not gunfire. they've also been seen utilizing armors made of leather and scrap metal, as well trooper helmets or hockey masks.
Every powder ganger (at least the ones you can talk to) usually has some form of a violent background, and as such, have no problem with killing even children, however some Powder Gangers are regular people and most don't attack people without good reason (tho this may just be game mechanics).
Lemoyne Raiders[]

The Lemoyne Raiders initially started as confederate army veterans after the American Civil War, however as time went on, they began recruiting new members resulting in the growth of their militia. To fund their militia, they rob, steal, and deal in arms, as well as being funded by the Braithwaite family. Depending on the player's actions, the Lemoyne Raiders may go on to take great losses to the Van Der Linde gang, or just lose Shady Bell. They are easily identified by their yellow bandanas.

Initially the Lemoyne Raiders were confederate army veterans of the American Civil War, however at the events of RDR2, most of them are younger men who joined up to fight for the cause, though it is implied they received some degree of combat training from their veteran elders. The raiders are constantly terrorizing the region of Lemoyne, from robbing trains and demanding payment of people crossing by, to outright attacking those they consider enemies, usually in the form of an ambush.
Lemoyne raiders really only wear clothes. Sometimes a relatively thick coat, but still clothes.
Given their "beliefs" (y'know, racism and such), they can be quite ruthless, killing those who aren't their own without a problem or a second thought, even going as far as executing unarmed civilians for so much as "disrespecting the cause" or any other reason they see fit.

Our experts believed, though the Lemoyne Raiders were trained by war veterans, they lacked the same hard experience as the Powder Gangers, and while the raiders had enough firepower to keep a fight going, the faster reloading weapons of the powder gangers was enough for them to prevail
