Before her rise to power, Kuvira was taken in by Suyin Beifong, becoming a prominent member of the Metal Clan. Following the chaos resulting from the assassination of the Earth Queen, Hou-Ting, Kuvira left the Metal Clan and stabilized Ba Sing Se and was appointed the provisional leader of the Earth Kingdom.
Over the next three years, she set out to reunite the fractured kingdom with her army, using both military force and diplomacy. She would lead a coup during the coronation of Prince Wu, dissolving the Earth Kingdom and declaring the creation of the Earth Empire. She would attempt to conquer the United Republic of Nations but was defeated by the Avatar Korra and imprisoned for her actions.
During the Gaoling Crisis, Kuvira was released into Korra's custody to deal with the remaining Earth Empire holdouts led by Commander Guan. Following this, she was sentenced to house arrest at the Beifong estate in Zaofu.
