Joshua Graham, also known as the Burned Man, and formerly known as the Malpais Legate, is a major character from the Honest Hearts DLC of the 2010 action RPG Fallout: New Vegas. Originally a Mormon missionary, he was the co-founder of Caesar's Legion and became the war chief of the Dead Horses tribe after his failed execution. Because of the crimes he was forced to commit as the Malpais Legate and Ceasar's betrayal, Joshua posses a fierce hatered of the Legion and any faction that is alligned with it.

Originally a friend of Edward Sallow, later known as Caesar, Joshua acted as his top general. Though Joshua was against the Legion's cruel acts in principle, he justified it to himself as making the best of a bad situation and doing what needed to be done. After the failed First Battle of Hoover Dam, Joshua was covered in tar, lit on fire, and thrown off a canyon as punishment for his failure.

Miraculously, he survived and made his way back to his hometown of New Canaan, where he was welcomed back with open arms. Humbled by his failures and punishment, his belief in the Mormon faith strengthened. One day while he was away from home, a tribe aligned with Caesar's Legion attacked and razed New Canaan to the ground in the hopes of killing him, with the survivors being scattered into the wild, most of whom would settle in Zion Canyon. Joshua would eventually meet up with the Dead Horses, a tribe he encountered during his time as a Legate, and became its acting war chief. To defend the tribes that made their home near the Zion, Graham convinced some Dead Horses to move there, while Daniel, another missionary and survivor from New Canaan, joined up with the Sorrows.

Eventually, Joshua was approached by the Courier, who was the only survivor of a White Legs ambush on a Happy Trails caravan. Recognizing the the skill of the Courier, Graham tasked them with gathering resources and aiding the Dead Horses and Sorrows for the final confrontation with the White Legs. Daniel, meanwhile, tried to convince the Courier to help the Sorrows escape Zion and evade the White Legs in order to perserve their innocence. At the end of the conflict, Joshua's anger either lessened, grew fiercer, or was apeaced depending on the fate of the White Legs' chief, Salt-Upon-Wounds. If Joshua died in battle, then the Dead Horses would honor his legacy by naming the spirit of the land after him.
