EXALT is a secret human paramilitary society determined to seize power while the governments of Earth are distracted with resisting the alien invasion in 2015. While not allied with the aliens, EXALT harbor trans-humanist ideals and sympathize with the aliens' effort to evolve the human species; where others fear or resist the alien invasion, EXALT see it as their opportunity to acquire the resources they need to seize power.
EXALT proved to be a pesky opponent to XCOM as they viewed the organization a rival when it came to collecting and researching alien technology. In order to fight their rival EXALT send sleeper agents to Council nations which would hack into XCOM's research, spread propaganda among the populous, and sabotage XCOM's funding. Their main base was ultimately discovered and destroyed, however. But it's unknown what happened to EXALT's remnants.
During the initial stages of the invasion, they use conventional weaponry but later they start using laser weaponry and alien grenades as they have their hands on alien tech. They also began to modify their agent's genes using Meld, an alien substance made up of billions of cybernetic nanomachines.
