The Dark Brotherhood is an infamous cult of assassins that are spread across Tamriel. Knowledge of the Brotherhood is widespread, but despite this, it is largely tolerated both out of fear and convenience.
The Dark Brotherhood sprung from a religious order called the Morag Tong, who worshipped the Daedric Prince Mephala during the second era. At this time the group was small and obscure due to lacking clear leadership, until the coming of Sithis' supposed lover, the Night Mother. It was widely believed that the Night Mother was the source of the doctrine dictating how the Morag Tong (and eventually the Dark Brotherhood) worked as a group. Some actually thought the Night Mother was the Daedric Prince Mephala, in the form of a mortal Dunmer woman. Eventually, a group of people more loyal to the Night Mother than Mephala splintered off and created the Dark Brotherhood.
Eventually, the Brotherhood began to spread across the continent, becoming one of the main rivals of other assassin and law enforcement organizations. They even were involved in high profile assassinations, most infamous of which was that of Emperor Tidus Mede II during the fourth era.
