This city has a problem - some freak who thinks he's a hero. Fortunately, there ain't a problem in the world that can't be solved with a little money.
— Black Mask

During Batman's second year of crimefighting, the crime boss Black Mask had grown tired of the new vigilante's interference in his plots. On Christmas Eve, Black Mask hired eight of the world's top hitmen, assassins, and mercenaries for the job of a lifetime: kill the Batman by the time the sun rose. The winner would get $50,000,000 and the street cred of having killed the Dark Knight.

The assassins who answered Black Mask's call included Bane, a superhumanly strong mercenary from Central America; Deathstroke, the product of a "failed" super-soldier program by the US government; Deadshot, a marksman with self-destructive tendencies; Killer Croc, a cannibalistic thug with reptilian features and abilities; Copperhead, an acrobatic Central American hitwoman specializing in poison; Firefly, a pyromaniac equipped with a winged jetpack; Electrocutioner, a boisterous street tough armed with electricity-emitting gauntlets; and Lady Shiva, a skilled martial artist with links to the legendary League of Assassins.
